The local, intimate scale of sidewalks fosters the development of informal governance mechanisms and significant police discretion on sidewalks around the world. Still, the sidewalk is the subject of many regulations, policies, and laws. In Ho Chi Minh City, it is also a site of activity for several government bureaus and state-owned enterprises. We discussed sidewalk policy with the Department of Planning and Architecture, the Department of Transportation, the Department of Culture, Sports, and Tourism, and SaigonTourist as well as various local district and ward police.
